Odisha cricket administration की एक ऐसी कहानी... जहाँ मैदान पर कोई ball नहीं फेंकी जा रही, फिर भी मुकाबला बेहद तीखा है। एक तरफ B.C.C.I.... दूसरी तरफ Odisha Cricket Association, यानी O.C.A.... और बीच में High Court की वह चौखट, जहाँ अब election, governance और authority के सवाल आमने-सामने खड़े हैं। O.C.A. के election October 2025 में होने थे... लेकिन वे दो बार टल चुके हैं। B.C.C.I. का stand साफ है... election कराइए, अपने bylaws, B.C.C.I. के Memorandum of Association और Supreme Court की directions के spirit का पालन कीजिए। B.C.C.I. की legal official Melinda Colaco ने High Court में affidavit देकर immediate election की जरूरत पर जोर दिया है। मामला तब और गंभीर हुआ जब former Odisha cricketer और coach Lalitendu Bidyadhar Mohapatra ने court में petition दाखिल की, और O.C.A. election कराने की मांग की। Petition में Lodha provisions और B.C.C.I. grant rules का भी हवाला है... जिसके मुताबिक non-compliance financial consequences ला सकता है, और लगातार लंबे समय तक disqualification जैसी स्थिति रहने पर derecognition का risk भी पैदा हो सकता है। मगर कहानी का दूसरा पक्ष भी उतना ही महत्वपूर्ण है। O.C.A. कहता है कि National Sports Governance Act 2025 का impact पहले समझना जरूरी है... खासकर इसलिए क्योंकि cricket अब Olympic sport है और 2028 Olympic Games United States of America में होने हैं। O.C.A. secretary Sanjay Behera ने High Court के सामने Ministry of Youth Affairs and Sports के उस circular का भी उल्लेख किया, जिसमें National Sports Federations के upcoming elections को transitionary measure के रूप में 31 December 2026 तक defer करने की recommendation दी गई थी। O.C.A. के अनुसार इसी broader governance transition को देखकर election रोके गए। लेकिन B.C.C.I. इस interpretation से सहमत नहीं है। उसके affidavit का stand है कि National Sports Governance Act 2025 भले enact हो चुका हो, लेकिन cricket को उस Act के application के लिए designated sport के रूप में notify नहीं किया गया है। यानी... एक ही कानून, एक ही cricket structure, लेकिन interpretation दो बिल्कुल अलग। O.C.A. ने 31 August 2025 और 22 February 2026 को दो Special General Meetings कीं। पहले postponement का reason 9 December के India versus South Africa T Twenty International match के smooth conduct से जोड़ा गया... जबकि दूसरे postponement को Ministry recommendation से link किया गया। इस बीच O.C.A. president Pankaj Mohanty, secretary Sanjay Behera और treasurer Bikash Pradhan October 2019 से अपने पदों पर बने हुए हैं। अब dispute सिर्फ election date का नहीं रहा। सवाल यह भी है कि cricket administration public duty है या private function... और क्या High Court writ jurisdiction के जरिए इस governance battle को examine कर सकता है। B.C.C.I. ने Supreme Court position का सहारा लेते हुए कहा है कि वह important public functions discharge करता है और writ jurisdiction के दायरे में आता है। अब High Court के सामने असली टकराव यही है... At the centre stands the Odisha Cricket Association, known as O.C.A., whose elections were due in October 2025 but have now been postponed twice. On one side is the Board of Control for Cricket in India, or B.C.C.I., insisting that the state unit must move ahead with elections and remain aligned with its own bylaws, the B.C.C.I. Memorandum of Association, and the spirit of Supreme Court directions associated with the Lodha reforms. On the other side, O.C.A. argues that the governance landscape itself has changed, and that the National Sports Governance Act 2025 must be properly assessed before the election process is resumed. The disagreement has travelled beyond committee rooms and association meetings. It is now before the High Court. The B.C.C.I. position was placed on record through an affidavit filed by its senior legal manager, Melinda Colaco, who stressed the need for the Odisha Cricket Association to hold its election immediately. The larger warning behind that position is significant. The petition before the court refers to B.C.C.I. rules under which non-compliance with the relevant provisions can affect grant eligibility, while prolonged disentitlement may eventually expose a member association to derecognition. The court case itself followed a petition from Lalitendu Bidyadhar Mohapatra, a former Odisha cricketer and coach who had previously contested O.C.A. elections and has sought directions for the election process to be conducted. Yet O.C.A. has built its defence around a different institutional reading. Its general body resolved that the impact of the National Sports Governance Act 2025 should first be examined, particularly because cricket has entered the Olympic movement and is scheduled to feature at the 2028 Olympic Games in the United States of America. O.C.A. secretary Sanjay Behera also placed before the court a Ministry of Youth Affairs and Sports circular recommending deferment of upcoming elections of National Sports Federations until December 31, 2026 as a transitional measure. For O.C.A., that recommendation supports caution. For B.C.C.I., it does not settle the question. The parent body has argued in its affidavit that although the National Sports Governance Act 2025 has been enacted, cricket has not been notified as a designated sport for the Act to apply in the manner being claimed. And there lies the heart of the dispute: not merely whether an election should happen, but which governance framework currently has controlling force. The chronology deepens the tension. O.C.A. held Special General Meetings on August 31, 2025 and February 22, 2026, and on both occasions the election was deferred. The first postponement was linked to ensuring the smooth conduct of the December 9 India versus South Africa T Twenty International, while the second was connected to the Ministry recommendation. Meanwhile, O.C.A. president Pankaj Mohanty, secretary Sanjay Behera and treasurer Bikash Pradhan have continued in their positions since October 2019. The affidavits and counter-affidavits have also widened the argument beyond tenure and timing. They raise the deeper constitutional question of whether cricket administration and the conduct of association elections amount to the discharge of a public duty. B.C.C.I., relying on the Supreme Court position, has asserted that it performs important public functions and is therefore amenable to writ jurisdiction. The result is a governance drama with no scoreboard, but plenty at stake. Lodha-era compliance, internal bylaws, central sports legislation, Olympic transition, funding eligibility and institutional recognition are all converging in the same courtroom. What happens next could matter not only to Odisha cricket, but to the way state cricket bodies understand their obligations during a period when Indian sports governance is itself being rewritten.
