Act के ambit में भी आ सकती हैं। यह वही point है जिस पर B.C.C.I. की resistance पहले से जानी जाती रही है। दूसरी तरफ Board फिलहाल Supreme Court-approved amended Lodha Committee recommendations के governance model को follow करता है। उस framework में office bearer दो consecutive terms तक position hold कर सकता है, फिर three-year cooling-off period आता है। यानी एक तरफ existing Lodha structure है... दूसरी तरफ नया National Sports Governance Act 2025। अब Supreme Court का सवाल इन दोनों governance worlds के बीच सीधा bridge मांग रहा है। और timing भी साधारण नहीं है। September 18 को Mumbai में B.C.C.I. Annual General Meeting, यानी A.G.M., scheduled है। इसलिए Sports Act पर Board का stand केवल courtroom document बनकर नहीं रह सकता। यह discussion A.G.M. के माहौल तक पहुंच सकता है। इसी A.G.M. से जुड़ी दूसरी development में I.P.L. chairman Arun Singh Dhumal, जो Himachal Pradesh से हैं, और Mizoram के Khairul Jamal Majumdar ने I.P.L. Governing Council positions के लिए nominations file किए हैं। Available information के मुताबिक दोनों council में re-election की तरफ बढ़ रहे हैं, और election A.G.M. में होना है। मगर governance story में एक और sharp turn आया। B.C.C.I. electoral officer A.K. The B.C.C.I.'s broad position is already visible from an earlier submission made before the Odisha High Court in a case connected with the Odisha Cricket Association election. There, the Board argued that cricket had not been notified as a designated sport for the National Sports Governance Act, and therefore the Act did not apply to the B.C.C.I. Behind that legal argument sits another long-standing position. The Board has maintained that because it does not receive government grants, it should not automatically be brought under the same statutory framework as national sports bodies dependent on government recognition or funding. The National Sports Governance Act, however, creates a statutory regulator and recognition authority for national sports bodies. It also opens the possibility that such bodies could come within the ambit of the R.T.I. Act. That has historically been a sensitive line for the B.C.C.I., which has resisted being placed under that kind of statutory transparency regime. At present, the Board operates under the Supreme Court-approved, amended Lodha Committee recommendations. Under that structure, an office bearer may hold a position for two consecutive terms before entering a three-year cooling-off period. The result is a fascinating legal crossroads. One governance architecture already exists through the Lodha framework. Another has now arrived through the National Sports Governance Act 2025. The Supreme Court's question is effectively asking the B.C.C.I. to explain how, and why, it believes the second framework should not govern it. The timing gives this story even more weight. The B.C.C.I. Annual General Meeting, or A.G.M., is scheduled for September 18 in Mumbai, making it highly likely that the Sports Act debate will hover over the meeting even before the Board formally settles its legal position. The A.G.M. also carries its own election story. I.P.L. chairman Arun Singh Dhumal of Himachal Pradesh and Khairul Jamal Majumdar of Mizoram have filed nominations for I.P.L. Governing Council positions from the general body, and both are set to be re-elected to the council, with the election scheduled at the A.G.M. Yet another governance complication has emerged alongside it. B.C.C.I. electoral officer A.K. Joti has barred the Baroda Cricket Association, or B.C.A., and the Jammu and Kashmir Cricket Association, or J.K.C.A., from participating in the A.G.M. Their nominated representatives, Pranav Amin and Desh Rattan Dubey respectively, will not be allowed to participate under the electoral officer's order. Put together, these developments create a striking picture. Indian cricket is not simply preparing for another administrative meeting. It is moving through a moment in which regulation, representation, transparency and institutional autonomy are all being tested at once. The Supreme Court has not delivered a final ruling on this question, and the B.C.C.I.'s detailed response is still awaited. That distinction matters. But the direction of travel is unmistakable: the Board has been asked to place its reasoning on record, clearly and directly.
